3 <br /> <br />A RESOLUTION SUPPORTING THE FEDERAL GOVERNMENT'S LAND AND <br />WATER CONSERVATION FUND PROGRAM. <br /> <br /> WHEREAS, the Land and Water Conservation Fund grants <br />program administered by the National Park Service of the <br />United States Department of the Interior will soon celebrate <br />twenty-five years of outstanding national service, having been <br />signed into law by former President Lyndon B. Johnson on <br />September 3, 1964; and <br /> <br /> WHEREAS, the Land and Water Conservation Fund program has <br />provided over $3.2 billion in federal matching assistance to <br />states and their local communities for acquiring land and <br />developing quality public outdoor recreation facilities for <br />the benefit of present and future generations of Americans; <br />and <br /> <br /> WHEREAS, the results of the program are evident in nearly <br />every community in the nation through over 35,000 project <br />grants on more than 20,000 sites, ranging from inner city <br />playgrounds, to suburban baseball fields, to state natural <br />areas; and <br /> <br /> WHEREAS, the annual funding for the state grants portion <br />of the program has shrunk from a high of $369.7 million <br />in 1979, to $16.7 million in 1989, despite the continuing <br />unmet state and ,local need for federal assistance, <br /> <br /> NOW, THEREFORE, BE IT RESOLVED, by the Council of the <br />City of Portsmouth, Virginia, that President George Bush and <br />the Congress of the United States be urged to recognize the <br />outstanding legacy of t~enty-five years of Land and Water <br />Conservation Fund achievements and the continuing unmet need <br />for quality public outdoor ~ecreation facilities by <br />appropriating a minimum of $100 million annually for the state <br />and local grants portion of the program, beginning in 1990. <br /> <br /> Adopted by the Council of the City of Portsmouth, <br />Virginia, at a meeting held January 9, 1990. <br /> <br />Teste: <br /> <br />City Clerk <br /> <br /> <br />
