A RESOLUTION GRANTING A USE PERMIT TO J. MICHAEL KEATING AND MICHELE BORDELON FOR THE OPERATION OF A BED AND BREAKFAST INN AT 415 NORTH STREET. WHEREAS, J. Michael Keating and Michele Bordelon have made application pursuant to ~40-102.2 (B) (1) of the Code of the City of Portsmouth, Virginia, 1988, for the granting of a use permit as hereinafter-described; and WHEREAS, the applicant and the Planning Director have done all things required to be done in connection with said application; and WHEREAS, the Planning Commission has recommended the granting of said use permit with conditions. NOW, THEREFORE, BE IT RESOLVED by the C~uncil of the City of Portsmouth, Virginia: 1. That the use for which the use permit hereinafter-described is sought: (a) Will not adversely affect the health and safety of persons residing or working in the neighborhood of the proposed use; (b) Will not be detrimental to the public use or injurious to the property or improvements of the neighborhood; and (c) Will be in accordance with the purposes of the Zoning Chapter of the City Code. 2. J. Michael Keating a~d Michele Bordelon are hereby granted a use permit pursuant to ~40-102.2 (B) (1) of the Code of the City of Portsmouth, Virginia, 1988, for the operation of a bed and breakfast inn on Droperty located at 415 North Street and being more particularly described as: UP-90-3 BEGINNING on the south right-of-way line of North Street at a point 125' + west from its intersection with the west ri~ht-of-way of Court Street; thence south along a side property line 115'_+ to a point; thence west 57' ~; thence north 115' + to the south right-of-way line of North StreeT; thence east along said right-of-way 5'7' ~ to the point of beginning. 3. This use permit is approved subject to the following conditions:
