SECTION 7. <br /> <br />DEFINITIONS. <br /> <br />Academy Director - The chief executive officer of the Hampton <br />Roads Regional Academy of Criminal Justice. <br /> <br />Associate Member - A jurisdiction, institution, <br />department, or other agency which participates <br />is not one of the charter members. <br /> <br /> installation, <br />in the Academy but <br /> <br />Charter Member - One of the seven jurisdictions ~numerated in the <br />first paragraph of this Charter, 1.e., the cities of Hampton, <br />Newport News, Poquoson, Portsmouth, and Williamsburg, and the <br />counties of James City and York. <br /> <br />Chief Administrative Officer - The city manager, county <br />administrator, or other chief administrator of a city or county. <br /> <br />Fiscal year - The twelve-month period beginning July 1 and ending <br />June 30 of the succeeding calendar year. <br /> <br />Governin~ body - The city council, county board of supervisors, <br />or other organizational entity governing a member department's <br />jurisdiction or parent institution, installation, or agency. <br /> <br />Institutional department - Departments of federal, state, <br />regional or local institutions, installations, or agencies, which <br />are members of the Academy, other than city or county police and <br />sheriffs' departments. This ~erm includes, but is not limited <br />to, police departments of coileces and universities, hospitals, <br />airports, military installations, and port authorities, which are <br />members of the Academy. <br /> <br />Jurisdiction - A city or county. <br /> <br />Member - Any Charter or Associate Member, <br />this section. <br /> <br />Ronald D.
