65 <br /> <br />A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO AN <br />AGREEMENT FOR THE JOINT EXERCISE OF POWERS AND/OR COOPERATIVE <br />UNDERTAKING IN CONNECTION WITH THE OPERATION OF THE HAJ~PTON <br />ROADS REGIONAL ACADEMY OF CRIMINAL JUSTICE. <br /> <br /> WHEREAS, the cities of Hampton, Newport News, Poquoson, <br />Portsmouth, and Williamsburg and the counties of James City <br />and York have determined that there is a need-for joint or <br />cooperative action among these political subdivisions in order <br />to provide the highest achievable level of professional <br />criminal justice training and related services to recruits and <br />continuing inservice personnel; and <br /> <br /> WHEREAS, any two or more political subdivisions may enter <br />into agreements with one another for joint or cooperative <br />action pursuant to Section 15.1-21 of the Code of Virginia, <br />1950, as amended; and <br /> <br /> WHEREAS, the City of Portsmouth desires to participate <br />the joint or cooperative undertaking of the Hampton Roads <br />Regional Academy of Criminal Justice; and <br /> <br />in <br /> <br /> WHEREAS, it is necessary that the participating political <br />subdivisions, including the City of Portsmouth, enter into a <br />charter a~reement governing the joint undertaking of the <br />Hampton Roads Regional Academy of Criminal Justice. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />of Portsmouth, Virginia, that: <br /> <br /> 1. The City Manager be and hereby is, authorized to <br />enter into a charter agreement governing the joint undertaking <br />of the operation of the Hampton Roads Regional Academy of <br />Criminal Justice in the form attached hereto as Exhibit A with <br />the cities of Hampton, Newport News, Poquoson, and <br />Williamsburg and the counties of James City and York. <br /> <br /> 2. That this resolution will be effective provided the <br />Councils of the cities of Hampton, Newport News, Poquoson, and <br />Williamsburg and the Board of Supervisors of the counties of <br />James City and York adopt similar resolutions and/or <br />ordinances. <br /> <br /> Adopted by the Council of the City of Portsmouth, <br />Virginia, at a meeting held August 28, 1990. <br /> <br />Tes te: <br /> <br />City Clerk <br /> <br /> <br />
