27 <br /> <br />A RESOLUTION APPROVING THE 1991 REVISED COMMUNITY DEVELOPMENT <br />PROGRAM OF THE CITY OF PORTSMOUTH, VIRGINIA, AUTHORIZING THE <br />CITY MANAGER TO FILE DOCUMENTS REQUIRED TO OBTAIN THE CITY'S <br />1991 COMMUNITY DEVELOPMENT BLOCK GRANT ENTITLEMENT. <br /> <br /> WHEREAS, pursuant to the Housing and Community <br />Development Act of 1974, as amended (Act), financial <br />assistance is provided to localities for undertaking <br />carrying out development activities; and <br /> <br />and <br /> <br /> WHEREAS, it has been determined that the City will <br />receive additional Community Development Block Grant Funds; <br />and <br /> <br /> ~EREAS, it is now appropriate to revise the City's 1991 <br />Community Development Program to include the aforementioned <br />funds; and <br /> <br /> WHEREAS. the required public hearing has been held and <br />the Council of the City of Portsmouth, Virginia has reviewed <br />the Proposed 1991 Revised Community Development Program's <br />Statement of Objectives, and the Use of Funds; and <br /> <br /> WHEREAS, it is necessary that this Council take official <br />action regarding the 1991 Revised Community Development <br />Program (Program) to comply with the regulations of the <br />aforementioned Act; and <br /> <br /> WHEREAS, this Council is aware of the federal regulations <br />governing the undertaking and carrying out of activities under <br />the Housing and Community Development Program; and <br /> <br /> WHEREAS, this Council recognizes its responsibility to <br />direct that safeguards be established to prevent employees <br />from using their position for a purpose that gives the <br />appearance of being motivated by a desire for private gain for <br />themselves or others, particularly those with whom they have <br />family, business or other ties; and <br /> <br /> WHEREAS, this Council has found said 1991 Revised <br />Community Development Program's Proposed Statement of <br />Objectives and Use of Funds and Uniform Displacement Policy <br />appropriate to meet the needs of the City and, therefore, <br />acceptable. <br /> <br /> <br />
