73 A RESOLUTION ENDORSING DESIGNATING THE MAYOR OFFICIAL REPRESENTAtiVE. ELDORET, KENYA AS A SISTER CITY; OF PORTSMOUTH, VIRGINIA AS AN WHEREAS, the "People-to-People Program" was inaugurated by the President of the United States in 19~5~ to establish greater friendship and understanding between the peoples of the United States and other nations through the medium of direct personal contact; and WHEREAS, succeeding Presidents of the United Stated have endorsed the program of exchange of ideas and people between the citizens of the United States and of other nations; and WHEREAS, the City of Portsmouth, Virginia, has established the Mayor's Sister Cities Commission and has participated in said program of exchange with Dunedin, New Zealand and Portsmouth, England; and WHEREAS, the Portsmouth Sister City Commission has recommended that, in addition to our current relationship with Dunedin, New Zealand and Portsmouth, England, the City formally establish a similar program of exchange with Eldoret, Kenya; and WHEREAS, the Council of the City of Portsmouth desires to recognize and endorse said program by establishing such a relationship with the City of Eldoret, Kenya in the hope that it will lead to a lasting friendship between the citizens of the two cities. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: 1. That this Council hereby officially endorses Eldoret, Kenya as a Sister City for the purpose of creating greater mutual understanding between peoples of two communities and nations. 2. BE IT FURTHER RESOLVED that the Mayor of the Cit~ of Portsmouth be, and he hereby is, authorized to act as the official representative of the City. 3. BE IT FURTHER RESOLVED that the City Clerk be, and she is hereby authorized to forward copies of this resolution to His Worship the Mayor of Eldoret, Husein K. Kitur, the Town Affiliation Association of United States, and the Kenyan Embassy in the United States.
