A RESOLUTION APPROVING THE 1991 RENTAL REHABILITATION PROGRAM AND TENANT ASSISTANCE PLAN OF THE CITY OF PORTSMOUTH, VIRGINIA, AUTHORIZING THE CITY MANAGER ~O FILE DOCUMENTS REQUIRED TO OBTAIN tHE CITY'S 1991 RENTAL REHABILITATION PROGRAM GRANT. WHEREAS, pursuant to the authority of Section 17 of the United States Housing Act of 1937 (42 U.S.C. 1437o), financial assistance is provided to localities for undertaking and carrying out rehabilitation activities; and WHEREAS, the City Council has reviewed the Proposed 1991 Rental Rehabilitation Program Description (Program), and the Tenant Assistance Policy; and WHEREAS, it is necessary that this Council take official action regarding the 1991 Rental Rehabilitation Program to comply with the regulations of aforementioned Act; and WHEREAS, this Council is aware of the federal regulations governing the undertaking and carrying out of activities under the Rental Rehabilitation Program; and WHEREAS, this Council recognizes its responsibility to direct that safeguards be established to protect employees from using their position for a purpose that gives the appearance of being motivated by a desire for private gain for themselves or others, particularly those with whom they have family, business or other ties; and WHEREAS, this Council has found said 1991 Rental Rehabilitation Program Description and Tenant Displacement Policy appropriate to meet the needs of the City and, therefore, acceptable. NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of Portsmouth, Virginia, that the 1991 Rental Rehabilitation Program Description and Tenant Assistance Policy having been reviewed and considered, be and hereby are, approved in all respects and the City Manager is hereby authorized to file the Program Description and any additional information as may be required with the Department of Housing and Urban Development in order to obtain funding for the Program. BE IT FURTHER RESOLVED that the City Manager is designated as the certifying officer and authorized representative of the City of Portsmouth and shall provide assurances as required of the locality by the Act for the approval of' the Program.
