ARTICLE III - ESTABLISHMENT OF ZONING OVERLAY DISTRICT <br /> <br />Sec. 14-6. Description of district. <br /> <br />(a) Basis of District. <br /> <br /> The floodplain district shall include areas subject to inundation by waters of the <br />one hundred-year flood. The basis for the delineation of the district shall be the one <br />hundred-year flood elevations or profiles contained in the Flood Insurance Rate Map <br />(FIRM) prepared by the Federal Emergency Management Agency, Federal Insurance <br />Administration, dated November 2, 1983, as amended. <br /> <br />(b) Overlay Concept. <br /> <br />(1) <br /> <br />The floodplain district shall be in addition to and shall oveday all <br />other zoning districts designated on the zoning map as adopted by <br />Section 40-42 of this code. The provisions of this chapter shall <br />serve as a supplement to all other provisions of the Code of the City <br />of Portsmouth. <br /> <br />n any conflict between the code requirements for the floodplain <br />distdct and those for any underlying zoning district, the more <br />restrictive provisions shall apply. <br /> <br />Sec. 14-7. Official zoning map. <br /> <br /> The boundaries of thefflOodplain district are established as snown on the Flood .- <br />Insurance Rate Map which is declared to be a part of this chapter and which shall be <br />kept on file in the office of the planning department. <br /> <br />Sec. 14-8. District boundary changes. <br /> <br /> The delineation of any of the floodplain district boundaries may be revised by the <br />city council where natural or man-made changes have occurred, where more detailed <br />studies have been conducted or undertaken by the U. S. Army Corps of Engineers or <br />other qualified agency, or where an individual documents the need for such change. <br />However, prior to any such change, approval must be obtained from the Federal <br />Insurance Administration. <br /> <br /> <br />
