(j) Histodc Structure - Any structure that is: Listed individually in the National Register of Historic :Places or preliminarily determined by the Secretary of the Interioras meeting the requirements for individual listing on the National Regis~'er; Certified or preliminarily determined by the Secretary of the lrC, erior as contributing to the historical significance of a registered historic district or a distdct preliminarily determined by the Secretary to qualify as a registered historic district; Individually listed by the Commonwealth of Virginia in an inventory of historic places; or Individually listed on an inventory of historic places by the Cbhj of Portsmouth. (k) Mangrove Stand - An assemblage of mangrove trees which are mostly Iow trees noted for a copious development of interlacing adventitious roots above the grour~ and which contains one or more of the following species: black mangrove (Avicennia Nitida); red mangrove (Rhizophora Mangle); white mangrove (Languncularia Racemosa); and buttonwood (Conocarpus Erecta). (I) Manufactured Home - A structure subject to federal regulations, which is transportable in one or more sections; is eight body feet or more in width and forty body feet or more in length in the traveling mode, or is 320 or more square feet when erected on site; is built on a permanent chassis; is designed to be used as a single family dwelling, with or without a permanent foundation when connected to the required facilities; and includes the plumbing, heating, a~r conditioning, and electrical systems contained in the structure. (m) Manufactured Home Park/Subdivision - A parcel or contiguous parcels of land divided into two or more manufactured home lots for rent or sale. (n) New Construction For floodplain management purposes, new construction means structures for which the start of construction commenced oz~or a~er October 22, 1974 and includes any subsequent improvements to such structures. (o) Primary frontal dune - A continuous or nearly continuous mound or ridge of sand with relatively steep seaward and landward slopes immediately landward and adjacent to the beach and overtopping from high tides and waves during major coastal storms. The inland limit of the primary frontal dune occurs at the point where there is distinct change from a relatively steep slope, to a relatively mild slope. (p) Recreational Vehicle - A vehicle which is: (1) Built on a single chassis;
