(e) HISTORIC DIStRICtS. The board is empowered to grant special exceptions for non-conforming uses in historic districts meeting the conditions stated in section 40-53.3. 3. That Section Portsmouth, Virginia, (b) thereof and adding follows: 40-73.1 of the Code of the City of 1988, be amended by amending subsection subsection (d) thereto to read as Section 40-73.1. Exceptions and modifications of landscaping group standards. (b) Where full compliance with the standards of a landscaping group is impossible because of the location of an existing building or existing required parking or off-street loading improvements, the planning director may approve a modification of such standards only to the extent necessary to reasonably accommodate such existing building or improvements. (d) In any historic or downtown zoning district, the commission of architectural review or the downtown design committee, as appropriate, may approve an alternative landscaping plan when it is determined by the commission or committee that such modification is warranted in order to achieve the purposes stated in section 40-51. 4. That Section 40-45.8 be adopted and added to the Code of the City of Portsmouth, Virginia, 1988, to read as follows: Section 40-45.8. Reduction of parking for ~andscaping. The minimum off-street parking space requirements for parking facilities designed to accommodate twenty (20) or more vehicles shall be reduced when landscaping has been provided according to the requirements of section 40-71.2. The percentage of reduction permitted in the total number of off-street parking spaces shall be equal to the percentage of the parking area landscaped in accordance with landscaping group 4, including any portion that exceeds the minimum square footage requirements. However, in no case shall the number of required spaces be reduced by more than ten percent (10%). 5. That this ordinance shall take effect on the date of its adoption.
