AN ORDINANCE TO AMEND CHAPTER 40 OF ~:~ CODE OF THE CITY OF <br />poRT~iQu~rH, VIRGINIA, 1988, BY AMENDING S~iT~iONS 40rlTHROUGH 40-198 <br />ANI) BY REPEALING SECTIONS 40-199 THROUGH 40-~92 THEREOF PERTAINING TO <br />ZONING. <br /> <br /> BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: <br /> <br /> 1. That Sections 40-1 through 40-198 of th~ Code of the City of Portsmouth, <br />Virginia, 1988, be amended to read as follows: <br /> <br /> CHAPTER 40 <br /> <br /> ZONING <br /> <br /> ARTICLE I. PURPOSE AND AUTHORITY <br /> <br />Sec. 40-1. Short Title. <br /> <br /> This Chapter of the Portsmouth City Code may also be called "The City of <br />Portsmouth]Zoning Ordinance," or "the Zoning Ordinance," or "the Zoning Code." <br /> <br />Sec. 40-2. Legislative Intent. <br /> <br /> This Chapter is intended to improve public t~ealth, safety, convenience and <br />welfare of the citizens of Portsmouth and to implement plans for the future <br />development of the community, To the end that: <br /> <br />(a) Residential areas be provided with healthy surroundings for family life; and <br /> that <br /> <br />(b) Transportation systems are carefully planned; and that <br /> <br />(c) New community centers be developed with adequate highway, utility, health, <br /> educational and recreational facilities; and that <br /> <br />(d) The needs of agriculture, industry and business be recognized in future <br /> growth; and that <br /> <br />(e) The growth of the community be consonant with the efficient and economical <br /> use of public funds. <br /> <br />(f) Agricultural and forestal land be preserved. <br /> <br /> More specifically, but not in any way in limitation of the broad purposes set forth <br />above, this Chapter is adopted for the following purposes and in accordance with the <br />following principles. The zoning regulations and districts as set forth herein have <br />been made in accordance with a comprehensive plan and are designed to: <br /> <br />Promote the health, safety or general welfare of the public and further to provide <br /> <br /> <br />
