ARTICLE V. SIGNS <br /> <br />See. 40-60. Purl~ose. <br /> <br /> The purposes of these sign regulations are: to encourage the effective use of <br />signs as a means of communication in the City; to maintain and enhance the aesthetic <br />environment and the city's ability to attract sources of economic development and <br />growth; to improve pedestrian and traffic safety; to mir. imize the possible adverse <br />effect of signs on nearby public and private property; and to enable the fair and <br />consistent enforcement of these sign restrictions. This sign ordinance Es adopted <br />under the zoning authority of the city in furtherance of the more general purposes <br />set forth in the zoning ordinance. <br /> <br />Sec. 40-61. Applicability. <br /> <br /> Signs shall be permitted <br />accordance with this Article. <br /> <br />on private property in <br /> <br />the City of Portsmouth in <br /> <br />Sec. 40-61.1. Sign types and districts. <br /> <br /> Signs shall be permitted in the various zoning districts in accordance with Tables <br />40-61.1-1 and 40-61.1-2, hereby adopted, and subject to the applicable conditions <br />indicated in the "Conditions" column for each sign type on the table. Signs labeled <br />with a "P" for a district or group of districts are permitted in the district without <br />further city approval, subject to the indicated conditions. A sign labeled with a <br />"CC" for a district is permitted in the district upon the issuance of a Certificate of <br />Compliance by the zoning administrator, subject to the indicated conditions. A sign <br />labeled with a "UP" for a district is conditionally permitted in the district, subject <br />to the issuance of a use permit by city council and subject to the indicated <br />conditions. A sign labeled with "NP" for a district is not permitted in the district. <br />Signs in Downtown and Historic Districts require review by the appropriate <br />commission of architectural review or downtown design committee. <br /> <br /> As used in this paragraph, "a district" includes a group of districts where <br />applicable, according to the Table. <br /> <br />Sec. 40-61.2. Sign conditions supplement to tables 40-61.1-1 and 40-61.1-2. <br /> <br /> The following conditions apply to the specified signs and districts as indicated in <br />the "condition" column of Tables 40-61.1-1 and 40-61.1-2: <br /> <br />(1) <br /> <br />(2) <br /> <br />BANNER SIGNS shall be subject to the general regulations. <br /> <br />CHANGEABLE COPY signs shall not be considered to be animated or flashing <br />simply because the copy is changed electrically or electronically.
