1992-32 <br /> <br />AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, <br />VIRGINIA, t988, BY ADDING CHAPTER 31.1 THERETO, PERTAINING TO <br />STORMWATER MANAGEMENT. <br /> <br /> BE IT ORDAINED by the Council of the City of Portsmouth, <br />Virginia: <br /> <br /> 1. That the Code of the City of Portsmouth, Virginia, <br />1988, pertaining ho stormwater management be amended by adding <br />Article I of Chapter 31.1 thereto, to read as follows: <br /> <br />CHAPTER 31.1 <br />STORMWATER MANAGEMENT <br /> <br />ARTICLE I. IN GENERAL <br /> <br />Section 31.1-1. Definitions. <br /> <br /> For purposes of this chapter, certain words and phrases <br />shall have the meaning ascribed to them by this section: <br /> <br />(a) "Department" means the department of public works. <br /> <br />(b) "Developed property" means any parcel which contains <br /> impervious surface area. <br /> <br />(c) "Director" means the director of the department of <br /> public works or his designee. <br /> <br />(d) <br /> <br />"Impervious surface area" means surfaces on or in a <br />lot or parcel of property which substantially reduce <br />the rate of infiltration of stormwater into the <br />earth. <br /> <br />(e) <br /> <br />"Storm sewer" or "storm drain" means a sewer which <br />carries storm waters, surface runoff, street wash <br />wasers, and drainage~ but which excludes sanitary <br />sewage. <br /> <br />(f) <br /> <br />"Stormwater" means that part of precipitation that <br />travels over natural, altered, or impervious <br />surfaces to the nearest stream, channel, conduit or <br />impoundment and appears in surface waters. <br /> <br />(g) <br /> <br />"Stormwater system" means all man-made facilities, <br />structures, and natural watercourses used for <br />collecting and conveying stormwater to, through, and <br />from drainage areas to the points of final outlet, <br />including, but not limited to, the following: <br />streets, curbs and gutters, inlets, conduits and <br />appurtenant features, canals, creeks, channels, <br /> <br /> <br />
