1992-3 <br /> <br />AN ORDINANCE TO AMEND SECTIONS 38-166. 38-169, 38-170, 38-172, <br />38-174 (c) AND (d), 38-176, 38-177 (b), 38-179, 38-180, <br />38-183, 38-184 (a), (b), AND (d), 38-185, 38-186 (a), (b) AND <br />(e) OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1988, <br />RELATING TO WATER BACKFLOW PREVENTION AND CROSS-CONNECTION <br />CONTROL. <br /> <br /> BE IT ORDAINED by the Council of the City of Portsmouth, <br />Virginia: <br /> <br /> 1. That Sections 38-166, 38-169, 38-170, 38-172, <br />38-174 (c) and (d), 38-176, 38-177 (b), 38-179, 38-180, <br />38-183, 38-184 (a), (b), and (d), 38-185, 38-186 (a), (b), <br />(e) of the Code of the City of Portsmouth, Virginia, 1988, <br />amended to read as follows: <br /> <br />and <br />be <br /> <br />Section 38-166. General. <br /> <br /> (a) The purpose of this article shall be to establish a <br />cross connection control and backflow prevention program as <br />required by the Virginia Department of Health, Waterworks <br />Regulations Article 3. <br /> <br /> (b) Definitions. The following words, terms and <br />phrases, when used in this article, shall have the meanings <br />ascribed to them in this section, except where the context <br />clearly indicates a different meaning: <br /> <br /> "Air gap" means the unobstructed distance through a free <br />atmosphere between the lowest perimeter of a water outlet and <br />the flood-level rim of any receptacle. This distance will be <br />minimum of two (2) times the diameter of the outlet. (In case <br />of near-walls, this distance will be three (3) times the <br />diameter of the outlet.) <br /> <br /> "Approved" the term as herein used in reference t~ <br />air-gap separation, a double check valve assembly, a reduced <br />pressure principle backflow prevention assembly or other <br />backflow prevention devices or methods shall mean an approval <br />by the director. <br /> <br /> "Auxiliary supply" means any water source or system other <br />than the public water supply that may be available. <br /> <br /> "Backflow" means the reversal of flow from its intended <br />direction as result of backsiphonage or backpressure. <br /> <br /> "Contamination" means <br />of microorganisms, wastes, <br />or gases. <br /> <br />any introduction into potable .water <br />wastewater, undesirable chemicals <br /> <br /> <br />
