2. That Chapter 3 of the Code of the City of <br />Portsmouth, Virginia, 1988, be amended by adding Section <br />3-181ol thereto to read as follows: <br /> <br />Section 3-181.1. City manager - generally. <br /> <br /> For the purposes of this article, the term <br />shall include his designated representative. <br /> <br />"city manager" <br /> <br /> 3.
