- 13 - <br /> <br /> 13. The City Attorney of the City is directed to file a copy of this resolution, <br />certified by the City Clerk of the Clt~ to be a true copy hereof, with the Clerk of the Circuit <br />Court of the City of Portsmouth, Virginia. <br /> <br /> 14. All ordinances, resolutions and proceedings in conflict with the <br />provisions of this resolution are, to the extent of such conflict, hereby repealed. <br /> <br /> 15.
