A RESOLUTION SEEKING THE VIRGINIA DEPARTMENT OF TRANSPORTATION'S (VDOT'S) PURCHASE OF PROPERTY LOCATED AT 5965 CHURCHLAND BOULEVARD, PORTSMOUTH, VIRGINIA. WHEREAS, the plans for the reconstruction of Churchland Boulevard, VDOT Project U000-124-105, PE101, RW201, C501, have been completed to the point that the limits of the proposed right-of-way can be identified; and WHEREAS, construction of this project will require the acquisition of property located at 5965 Churchland Boulevard, Portsmouth, Virginia, which VDOT advises is owned by R. S. Black, Sr.; and WHEREAS, VDOT has determined this property is warranted due to experienced by the owner; and that early acquisition of the financial hardship being WHEREAS, VDOT requires that the City concur with the purchase of the right-of-way for this project and authorize the expenditure of an appropriate sum representing its share of the costs. NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Portsmouth, Virginia, hereby requests the Virginia Department of Transportation to proceed with the early acquisition of the parcel of property located at 5965 Churchland Boulevard, Portsmouth, Virginia, which VDOT advises is owned by R. S. Black, Sr., at an estimated cost of $205,000.00, and that pursuant to Section 33.1-44 of the Code of Virginia, 1950, as amended, the City of Portsmouth does hereby agree to pay two percent (2%) of the right-of-way acquisition costs of the property which VDOT advises is owned by R. S. Black, Sr., in an amount not to exceed $4,100.00. That this resolution shall take effect on the date of its adoption.
