112 A RESOLUTION REQUESTING THE VIRGINIA RETIREMENT SYSTEM'S (VRS) BOARD OF TRUSTEES TO ACCEPT EMPLOYEES OF THE CITY OF PORTSMOUTH, NOT NOW COVERED BY VRS IN THE VRS LIFE INSURANCE PLAN. WHERE~S, the City Council of the City of Portsmouth, Virginia, desires to provide the officers and employees of the City of Portsmouth, a political subdivision of the Commonwealth of Virginia with the opportunity to participate in the VR$ Group Life Insurance Plan; and WHEREAS, those officers and employees who are regularly employed full-time on a salary basis and members of the Portsmouth Fire and Police Retirement System and the Portsmouth Supplemental Retirement System voted on December 2-4, 1992, to either accept or reject the VRS Group Life Insurance Plan; and WHEREAS, at least 75% of those eligible officers and employees voted in the affirmative to accept the VRS Group Life Insurance Plan which vote was confirmed by the City's Registrar. NOW, THEREFORE, BE IT RESOLVED that the City of Portsmouth, Virginia, a political subdivision of the Commonwealth of Virginia, acting by and through the Portsmouth City Council does hereby elect to have those of its employees and officers who are regularly employed full time on a salary basis and whose tenure is not restricted as to temporary or provisional appointment, to become eligible to participate in the Group Life Insurance Program, effective January 1, 1993, as set out in Section 51.1-500 through Section 51.1-514 of the Code of Virginia, as such Code has been or may be amended from time to time; and the City agrees to pay the required employer cost for its eligible officers and employees and, further, to deduct from the officers' or employees' wages and to pay over in the manner prescribed the officers' or employees' portion to the extent that such officers' or employees' portion ls not paid by the City and that V. Wayne Orton, City Manager of the City of Portsmouth, and Sheila P. Pittman, Clerk of the City of Portsmouth, are hereby authorized and directed in the name of the City Council to execute any required contract in order that said officers and employees of the City may become eligible to participate in the Group Life Insurance Program as provided in the aforementioned sections of the Code of Virginia. In execution of any contract which may be required the seal of the City shall be affixed and attested by the Clerk, and said officers of the City are authorized and directed to pay over to the Treasurer of Virginia from time to time such sums as are due to be paid by the City and its officers or employees for this purpose.
