Commonwealth; to impose and enforce adequate penalties for the <br />violation of any such rules, regulations, and ordinances; in <br />addition to prevent by injunction or other legal remedy any <br />pollution or threatened pollution of such water supply and any <br />and all acts likely to impair the purity thereof or to <br />otherwise cause damage to or the destruction of said <br />waterworks, pipes, fixtures, lakes and land; and to prosecute <br />violations of any such rules, regulations, and ordinances and <br />to obtain injunctive relief in the courts of the city, <br />regardless of the place of occurrence of any violation or act. <br /> <br /> 2. By amending Section 2.12(b)(3) pertaining to the <br />office of City Assessor to read as follows: <br /> <br />Section 2.12(b)(3), Real estate assessments. City Assessor. <br /> <br /> (3) Ail duties that heretofore devolved upon the <br />Commissioner of the Revenue of the City with respect to the <br />assessment of real estate shall be transferred to and devolve <br />upon the assessor appointed by the City Council and who shall <br />serve at the pleasure of Council, pursuant to this subsection. <br />The assessor shall prepare the land books and extend the taxes <br />thereon and perform all the duties required by law to be <br />performed by the commissioner of the revenue in respect to <br />real estate assessments. This assessor shall be known as the <br />City Assessor and he shall appoint such deputy or deputies and <br />assistants and other employees as may be authorized. The <br />clerks of the courts of the city shall furnish to the assessor <br />the list of real estate transfers now required to be furnished <br />to the commissioner of the revenue. <br /> <br /> 3. By amending Section 2.13 pertaining to penalties <br />non-payment of taxes to read as follows: <br /> <br />Section 2.13. <br /> <br />Provisions for penalties for <br />nonpayment of taxes. <br /> <br />for <br /> <br /> Any person failing to pay any taxes of licenses due to <br />the City of Portsmouth shall incur a penalty thereon to be <br />payable at such time or times as may be prescribed by <br />ordinance of the city council, provided such penalty shall not <br />exceed the maximum, if any, which may be provided by general <br />law. Interest as allowed by statute shall be collected upon <br />the principal of the taxes and levies then remaining unpaid; <br />which penaltY and interest and the cost of advertising or <br />posting not exceeding one dollar ($1.00) for each parcel of <br />property advertised or posted, shall be added to the amount of <br />the taxes due by such taxpayer. <br /> <br /> <br />
