UP-92-4 Beginning at the northeast intersection of Effingham and Clifford Streets; thence north along the east right-of-way of Effingham Street 200'+ to the south right-of-way line of Bart StreeT; thence northeasterly along said right-of-way 75'+ to a point; thence continuing east aTong said right-of-way 290' to the west right-of-way line of a service road belonging to the Commonwealth of Virginia; thence south along said right-of-way 50'+ to a point; thence continuing along said rig~t-of-way southwest 65'~; thence continuing southwesterly 200'+ to a point; thence west 170'+ to the east right-of-way of Effingham Street, the point of beginning. That the use permit is approved subject to the following conditions: (a) The site shall be developed as shown on the site layout plan (Exhibit A), attached hereto and made a part hereof, except that the minimum number of off-street parking spaces shall be fifty (50). The location of driveways and curb cuts may be changed with the approval of the City Traffic Engineer. (b) NO more than sixty (60) children shall be enrolled in the day care program. Children enrolled in the after school "Latch Key" program shall not be counted against the total. No more than forty (40) children shall use the fenced play area at any given time. (c) Indoor hours of operation shall be limited to 6:00 a.m. to 6:00 p.m. Outdoor play hours shall be limited to 8:00 a.m. to 6:00 p.m. (d) Security lights shall be installed at the outdoor play area and the pool and shall be equipped with a photocell timer. (e) Prior to occupancy, and at least once a year thereafter, the facility shall be inspected by the City Fire Prevention Bureau, Public Health Department, and Building Official. (f) Ten (10) parking spaces shall be reserved for day care pick-up and drop-off. These spaces shall be clearly marked, and shall be subject to a time limit of fifteen (15) minutes.
