26 A RESOLUTION HONORING MORTON V. "MO" WHITLOW AS THE CITY'S FIRST CITIZEN FOR 1992. WHEREAS, Morton V. "Mo" Whitlow is the recipient of the First Citizen Award for 1992; and WHEREAS, Mr. Whitlow is the fifty-fifth person to receive such an award and honor; and WHEREAS, Mr. Whitlow's many accomplishments in the City of Portsmouth have distinguished him as a citizen who has dedication, passion and enthusiasm for this City; and WHEREAS, Mr. Whitlow's many accomplishments include the establishment of a successful law practice in Portsmouth, service as a member of City Council for six years, the founder of the Cock Island Race, chairmanship of several committees including, but not limited to, those involving sailing events, Volunteer Downtown Development, Sports Authority of Hampton Roads and the Seawall Festival. He is also a six year member of the PortsEvents Board and served as President in 1991; and WHEREAS, for more than twenty years, Mr. Whitlow has given unselfishly of his time, energy and other resources to provide and promote activities for the citizens of the City of Portsmouth; and WHEREAS, Mr. Whitlow's efforts have contributed 5o a positive Portsmouth image. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the Council does hereb~ acknowledge the achievements of Mr. Morton V. "Mo" Whitlow and his receipt of the First Citizen Award for 1992. BE IT FURTHER RESOLVED that a copy spread upon the minutes of this Council presented to Mr. Whitlow in recognition of this resolution be and that a copy be of his achievements. Adopted by the Council of the City of Portsmouth, Virginia, at a meeting held April 27, 1993. Teste: City Clerk
