A RESOLUTION ~STABLISHING THE SOUTH HAMPTON ROADS DISABILITY <br />SERVICES BOARD. <br /> <br /> WHEREAS, Section 51.5-47 of the Code of Virginia requires <br />localities to establish either singly or in combination with <br />another political subdivision, a local Disability Services <br />Board; and <br /> <br /> WHEREAS, it is the desire of the Council of the City of <br />Portsmouth, Virginia, in conjunction with the cities of <br />Chesapeake, Norfolk, Suffolk, and Virginia Beach to establish a <br />local Disability Services Board with the intent of implementing <br />the provisions of Section 51.5-47 of the Code of Virginia; and <br /> <br /> WHEREAS, the purpose of this Board is to provide input to <br />state agencies on service needs and priorities of persons with <br />physical and sensory disabilities, to provide information and <br />resource referrals to local governments regarding the Americans <br />with Disabilities Act, and to provide such other assistance and <br />advice to local governments as may be requested. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Council of the City <br />of Portsmouth, Virginia, hereby establishes a Disability <br />Services Board in conjunction with the local governments of the <br />cities of Chesapeake, Norfolk, Suffolk, and Virginia Beach which <br />shall be named the South Hampton Roads Disability Services <br />Board. Such Board shall consist of fifteen (15) members (3 <br />members from each of the participating localities) each of whom <br />shall be appointed for a three-year term and each Board shall <br />have no less than thirty percent (30%) representation by <br />individuals or family members of individuals with physical, <br />visual or hearing disabilities; provided, however, that of those <br />persons first appointed, one-third of the members shall be <br />appointed for three years, one-third shall be appeinted for two <br />years, and one-third shall be appointed for one year. <br />Membership shall include at least one local official from each <br />of the participating localities, two representatives of the <br />business community and consumers. <br /> <br /> BE IT FURTHER RESOLVED that this Council may remove any of <br />its appointees from this Board for inefficiency, neglect of <br />duty, misfeasance or malfeasance of office. Any vacancy in the <br />membership of this Board shall be filled by the City Council for <br />the unexpired portion of the term. <br /> <br /> BE IT FURTHER RESOLVED that the South Hampton Roads <br />Disability Services Board shall have as its function the <br />responsibilities as outlined in Sections 51.5-47 through <br />of the Code of Virginia. <br /> <br />51.5-52 <br /> <br /> <br />
