51 <br /> <br />A RESOLUTION TO CREATE A REGIONAL JAIL AUTHORITY TO CONSTRUCT <br />AND OPERATE THE HAMPTON ROADS REGIONAL JAIL. <br /> <br />WHEREAS, the City Council of the City of Portsmouth, <br /> <br />Virginia, has duly considered the advantages of establishing, <br /> <br />maintaining and operating a regional jail in combination with the <br /> <br />cities of Hampton, Virginia, Newport News, Virginia, and Norfolk, <br /> <br />Virginia, as provided in Section 53.1-105 of the Code of <br /> <br />Virginia, 1950, as amended. <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br /> <br />Portsmouth, Virginia: <br /> <br /> Section l:-That pursuant to Section 53.1-105 of the Code of <br />Virginia, 1950, as amended, the City of Portsmouth intends to <br />join with the cities of Hampton, Newport News, and Norfolk in the <br />creation of a regional jail authority, to be known as the Hampton <br />Roads Regional Jail Authority, which will have ~he power and <br />authority to construct, maintain and operate the Hampton Roads <br />Regional Jail, pursuann to Section 53.1-105 of the Code of <br />Virginia, 1950, as amended. <br /> <br /> Section 2:-That the primary purpose of the Hampton Roads <br />Regional Jail Authority shall be that of constructing, equipping~ <br />maintaining and operating an approximately 875-bed regional jail; <br />enlarging, renovating and improving such facility; acquiring the <br />necessary property therefore; and doing any and all things <br />deemed by the authority to be necessary, convenient and desirable <br />for the sufficient and proper development and operation of such <br />undertaking. <br /> <br /> Section 3:-That the preliminary estimate of the capital <br />costs of constructing the. Hampnon Roads Regional Jail is <br />$58,920,000. <br /> <br /> Section 4:-That the City of Portsmouth hereby requests <br />approval of reimbursement from the Commonwealth of Virginia for <br />the construction costs of the Hampton Roads Regional Jail <br />pursuant to Section 53.1-81 of the Code of Virginia, 1950, as <br />amended. <br /> <br /> <br />
