1993-13 <br /> <br />AN ORDINANCE TO AMEND CHAPTER 36 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA, 1988, BY AMENDING SECTIONS 36-52(2)b, <br />(4)b, AND (6) AND SECTION 36-53(1) THEREOF, PERTAINING TO TREE <br />PLANTING AND REPLACEMENT. <br /> <br /> BE IT ORDAINED by the Council of the City of Portsmouth, <br />Virginia: <br /> <br /> 1. That Sections 36-52(2)b, (4)b and (6) and Section <br />36-53(1) of the Code of the City of Portsmouth, Virginia, <br />1988, be amended to read as follows: <br /> <br />Section 36-52. <br /> <br />Standards for planting and replacement <br />of trees. <br /> <br /> The following standards shall apply to the planting and <br />replacement of trees: <br /> <br /> (2) b. Canopy cover calculations shall be made based <br />upon the data provided in "Trees and Shrubs for Virginia <br />Landscapes," Volume 1, 1989, by Bonnie Lee Appleton and Terri <br />Chappell for the Virginia Nurserymen's Association; "Handbook <br />of Landscape Tree Cultivars," 1989, by Willet N. Waddell; and <br />"Landscape Plants in Design," 1983, by E. C. Martin, Jr. If a <br />range of distance is provided for the width of a tree~ the <br />average of the range shall be used. In cases of conflict <br />among the references, the larger width specification shall be <br />used. The determined width shall then be divided by two to <br />determine the radius of the tree canopy. This radius shall be <br />multiplied by two-thirds to obtain the twenty-year radius of <br />the tree. The area of canopy coverage of the tree shall be <br />calculated using the twenty-year radius. If no data is <br />provided in the references for a tree proposed to be used, <br />canopy cover of the proposed tree and the reference source <br />used to calculate that canopy cover shall be indicated on the <br />landscape plan. To encourage the planting of a variety of <br />tree species, the following credit will be given for each <br />tree: <br /> <br /> Calculated <br />Twenty-Year Tree Canopy <br /> <br />Allowed Credit <br /> <br /> 0 300 Square Feet 300 Square Feet <br /> 301 1000 Square Feet 1000 Square Feet <br />1001 + Square Feet 2000 Square Feet <br /> <br /> (4) b. Small trees with single stems must have a caliper of <br />one and one-half (1 1/2) inches at the time of planting. <br />Multi-stem trees must be a minimum of five (5) feet in height <br />at time of planting. Medium trees must have a minimum caliper <br />of one and one-half (1 1/2)inches and large trees must have a <br />minimum caliper of two (2) inches at time of planting. All <br />trees must be planted in accordance with the planting <br />specifications of Section 36-52{9). <br /> <br /> <br />
