more of the following: overcrowding of land; undue density of <br /> population in relation to the community facilities existing or <br /> available; obstruction of light and air; danger and congestion <br /> in travel and transportation; or loss of life, health or <br /> property from fire, flood, panic or other dangers; to encourage <br /> economic development activities that provide desirable <br /> employment and enlarge the tax base; to provide for the <br /> preservation of agricultural and forestal lands and other lands <br /> of significance for the protection of the natural environment; <br /> to protect approach slopes and other safety areas of licensed <br /> airports; to protect surface water and groundwater~ to reduce <br /> the opportunity for crime; and co promote affordable housing. <br /> <br /> Sec. 40-53.1. Commission review. <br /> <br /> (a) REVIEW. Upon receipt of a complete application for a <br /> certificate of appropriateness and the plans and <br /> specifications, the commissIon shall confer with the <br /> applicant for the certificate of appropriateness, and <br /> shall approve or disapprove such plans and <br /> specifications. If the application is approved, the <br /> commission shall issue a certificate of <br /> appropriateness therefore with or without conditions, <br /> or with such modifications of the plans and <br /> specifications as the commission deems necessary to <br /> fulfill the purposes and objectives declared in <br /> Section 40-51 and uo require compliance with the <br /> regulations and restriction set out in this Chapter. <br /> If issued, the certificate of appropriateness shall <br /> be valid for a period of one year from date of <br /> issuance. Otherwise, the commIssion shall reject <br /> suck plans and specifications and shall not issue the <br /> certificate of appropriateness. Ail work approved <br /> and initiated under a certificate of appropriateness <br /> shall be completed within one year of issuance. <br /> After one year from issuance of a certificate of <br /> appropriateness, an owner shall obtain a new <br /> certificate in order to commence any previously <br /> approved work or to complete any work. Once begun, <br /> no projec5 or work shall be left partially completed. <br /> <br /> 2. That Section 40-22 of the Code of the City of <br />Portsmouth, Virginia, be amended and reordained by adding <br />thereto the definition of "Lot Width" to read as follows: <br /> <br />Sec. 40-22. Specific definitions. <br /> <br /> Lot Width. The dissance between the side lot lines at the <br />minimum buildinc setback line. <br /> <br /> <br />
