AN ORDINANCE TO AMEND CHAPTER 22 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (1988) , BY AMENDING SECTIONS 22-1, 22-10, <br />22-11, 22-143, 22-182, 22-237, 22-268, 22-312, 22-324, 22-348, <br />22-421, 22-422, 22-423, 22-424, 22-582(a), AND (d), 22-686 AND <br />22-687 THEREOF; BY REPEALING SECTION 22-314 THEREOF; AND BY <br />ENACTING SECTION 22-421.1 THERETO, PERTAINING TO MOTOR <br />VEHICLES. <br /> <br /> BE IT ORDAINED by the Council of the City of Portsmouth, <br />Virginia: <br /> <br /> 1. That Sections 22-1, 22-10, 22-11, 22-143, 22-182, <br />22-237, 22-268, 22-312, 22-324, 22-348, 22-421, 22-422, 22-423, <br />22-424, 22-582(a) and (d), 22-686 and 22-687 of the Code of the <br />City of Portsmouth, Virginia (1988), be amended and reordained <br />to read as follows: <br /> <br />Sec. 22-1. Definitions. <br /> <br /> The words and phrases used in this chapter shall, for the <br />purposes of this chapuer, have the meanings respectively <br />ascribed to them in Section 46.2-100 of the Code of Virginia as <br />mn effect on July 1, 1994, and any subsequent amendments <br />thereto, excepu in uhose instances where the context clearly <br />indicates a different meaning. <br /> <br />Sec. 22-10. Applicability of chapter to persons riding <br />bicycles, mopeds or driving or riding animals. <br /> <br /> Every person riding a bicycle, moped, or an animal or <br />driving any animal upon a roadway shall be subject to the <br />provisions of this chapter and shall have all of the rights and <br />all of the duties applicable to the driver of a vehicle, unless <br />the context of the provision clearly indicates otherwise. <br /> <br /> The provisions of subsections A and C of Section 46.2-920 <br />of the Code of Virginia applicable to the operation of <br />emergency vehicles under emergency conditions shall also apply, <br />mutatis mutandis, to bicycles and mopeds operated under similar <br />emergency conditions by law enforcement officers. <br /> <br />Sec. 22-11. Exemptions for operators of emergency vehicles. <br /> <br /> (a) The driver of any law-enforcement vehicle operated by <br />or under the direction of a federal, state or local <br />law-enforcement officer in the chase or apprehension of <br />violators of the law or persons charged with or suspected of <br />any such violation, or in response to an emergency call; any <br /> <br /> <br />
