AN ORDINANCE TO AMEND CHAPTER 22 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA (1988), BY AMENDING SECTIONS 22-83 AND 22-85 THEREOF, PERTAINING TO MOTOR VEHICLES AND TRAFFIC. BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: 1. That Section 22-83 Portsmouth, Virginia (1988), as follows: of the Code of the City of be amended and reordained to read Sec. 22-83. Date assessment and collection of tax to begin; issuance and display of plate, sticker or decal. The commissioner of the revenue shall begin to assess and collect the license taxes imposed under this article on January first of each year and shall issue to each person paying such taxes a license plate, which must be permanently affixed to and displayed on either the front or rear of the motor vehicle and attached to the state license plate, or a license decal or sticker which must be permanently affixed to and displayed on the inside front windshield of the vehicle, on or before midnight of the 15th of February of the year for which a license tax is paid. 2. That Section 22-85 of the Code of the City of Portsmouth, Virginia (1988), be amended and reordained to read as follows: Sec. 22-85. Penalty for late payment of tax. If any license tax imposed by this article is not paid by February fifteenth of any license year, or in case of a motor vehicle, trailer or semitrailer purchased or acquired thereafter, within ten (10) days of the date of purchase or acquisition of same, there shall be added to such license tax a penalty of ten (10) percent of the amount of the license tax or two dollars ($2.00), whichever is greater, to be assessed and paid along with such license tax as part thereof. 3. That this ordinance shall take effect on July 1, 1994. Adopted by the Council of the City of Portsmouth, Virginia, at a meeting held on June 28, 1994. Teste: City Clerk
