AN ORDINANCE TO AMEND DIVISION 3, ENTITLED CERTIFICATE OF COMPLIANCE FOR RENTAL DWELLINGS OF CHAPTER 17 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA (1988), BY ADDING TO SECTION 17-71, SUBSECTION (c), PERTAINING TO HOUSING AND COMMUNITY DEVELOPMENT. BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: 1. That Division 3 of Chapter 17 of the Code of the City of Portsmouth, Virginia (1988), be amended by adding to Section 17-71, Subsection (c), to be ordained to read as follows: Sec. 17-71. Inspection and certificate required. (c) The Council of the City of Portsmouth, Virginia, hereby makes an affirmative finding of the need to protect the public health, safety and welfare and pursuann no Division 3 of Chapner 17, of the Code of the City of Portsmouth, Virginia, and requires the issuance of a Certificate of Compliance with current building regulations for existing residential buildings located in conservation and rehabilitation districts upon ~ermination of the rental tenancies or when such rental property is sold. The Council of the City of Portsmouth, Virginia, adopted a resolution an its meeting held on June 12, 1990, which resolution zs numbered 1990-46, and in doing so declared the whole of the City of Portsmouth a conservation district. The Council of the City of Portsmouth, Virginia, hereby ordains that this resolution be incorporated and made a parn of Division 3, of Chapter 17, of nhe Code of the City of Portsmouth, Virginia, by reference for the purpose of declaring that the entire City of Portsmouth continues to be and is a conservation and rehabilitation district ~o protect the public health, safety and welfare of the citizens of the City of Portsmouth, Virginia, and reordains said Division 3 of Chapter 17, of the Code of the City of Portsmouth, Virginia. 2. That this ordinance shall take effect on July 1, 1994. Adopted by the Council of City of Portsmouth, Virginia, at a meeting held on June 28, 1994. Teste: City Clerk
