31 ARESOLUTION SUPPORTING THE CITY OF PORTSMOUTH'S APPLICATION TO THE NATION~ PARK SERVICE FOR FUNDs TO IMpRoVE THE NEIGHBoRHOoD FACILITY RECREATION CENTER. WHEREAS, the City of Portsmouth operates the Neighborhood Facility Recreation Center located on Elm Avenue and same is a focal point for the City's Youth Against Drugs (YAD) Program; and WHEREAS, the YAD Program is directed towards the "at-risk" youth who reside in the area and wh° have limited opportunities for constructive recreation; and WHEREAS, the City's Department of Parks and Recreation has identified substantial improvements which are needed to make this facility more functional and attractive to its users; and WHEREAS, this application to the National Park Service is for a grant that could award a maximum of $42,847.00 to the City of Portsmouth to make this Capital Improvement to ~he Neighborhood Facility Recreation Center which grant would require the City to provide $18,363.00, which would be the City's 30% share on a total amount of $61,210.00. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that this project would be of significant benefit to many low income families and would vastly improve the City's aging and deteriorating Neighborhood Facility Recreation Center. BE IT FURTHER RESOLVED that the Council of the City of Portsmouth, Virginia, hereby endorses the final application for this grant and pledges to appropriate the City's 30% share of any grant awarded pursuant to this application by the National Park Service, and that Resolution 1994-26 adopted on July 26, 1994, is hereby repealed.
