21 A RESOLUTION AUTHORIZING THE CITY MANAGER TO FILE AN ENTERPRISE ComITy APPLICATION. WHEREAS, the City of Portsmouth is a 242 year old urban core city with a myriad of physical and social ills; and WHEREAS, the City of Portsmouth has had a successful record of utilizing Federal Programs and funds to revitalize our communities over the last several years; and WHEREAS, the City of Portsmouth has provided for the nation when called upon to assemble a workforce to build and repair ships of the fleet during time of war that led to a tremendous drain on the physical housing stock of the City; and WHEREAS, the reduction in personnel at the Norfolk Naval Shipyard during the last few years has had an adverse impact on the employment opportunities for citizens; and WHEREAS, the City of Portsmouth has a high rate of poverty, crime, unemployment, persons with less than ninth grade education, and Other physical and social problems; and WHEREAS, the Federal Government is providing cities such as Portsmouth an opportunity to address these community-wide symptoms through designation as an Enterprise Community. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the City Manager be, and he hereby is, authorized to file an Enterprise Community Application on behalf of the City of Portsmouth and its citizens with the Department of Housing and Urban Development. BE IT FURTHER RESOLVED that the City of Portsmouth is appreciative of the co-nomination by the Commonwealth of Virginia and looks forward to becoming a partner with the Federal Government upon designation as an Enterprise Community.
