20 <br /> <br />ARESOLUTIONAPPROVING THE AMENDED 1994 COMMIINITY DEVELOPMENT <br />PROGRAM OF THE CITYOF PORTSMOUTH, VIRGINIA, AUTHORIZING THE <br />CITY MANAGER TO FILE REQUIRED DOCUMENTS WITH THE DEPARTMENT OF <br />HOUSING AND URBAN DEVELOPMENT. <br /> <br /> WHEREAS, pursuant to the Housing and Community Development <br />Act of 1974, as amended (Act), financial assistance is provided <br />to localities for undertaking and carrying out development <br />activities; and <br /> <br /> WHEREAS, it has been determined that activities proposed to <br />be undertaken in 1992 and 1993 are now completed and that <br />$175,000 in 1992 and 1993 Community Development Block Grant <br />funds designated for public improvements, relocation, <br />acquisition, and property management in the redevelopment and <br />conservation areas are no longer needed; and <br /> <br /> WHEREAS, it has been determined that a limited Codes <br />Enforcement effort (including removal of weeds and debris, <br />boarding of vacant buildings and demolition of substantially <br />deteriorated vacant buildings) and limited expansion of a <br />Preteen Recreational Enrichment initiative in the Public Housing <br />Neighborhoods are in the public interest and will serve to <br />improve the quality of life for the citizens; and <br /> <br /> WHEREAS, it is now appropriate to revise the City's 1994 <br />Community Development Program to include the aforementioned <br />activities; and <br /> <br /> WHEREAS, the required public hearing has been held and the <br />City Council has reviewed the Proposed Amended 1994 Community <br />Development Program;s Statement of Objectives and Use of Funds; <br />and <br /> <br />WHEREAS, it is necessary that this Council take official <br />action regarding the Amended 1994 Community Development Program <br />(Program) to comply with the regulations of the aforementioned <br />Act; and <br /> <br /> WHEREAS, this Council is aware of the federal regulations <br />governing the undertaking and carrying out of activities under <br />the Housing and Community Development Program; and <br /> <br /> WHEREAS, this Council recognizes its responsibility to <br />direct that safeguards be established to prevent employees from <br />using their position for a purpose that gives the appearance of <br />being motivated by a desire for private gain for themselves or <br />others, particularly those with whom they have family, business, <br />or other ties; and <br /> <br /> <br />
