16 A RESOLUTION GRANTING A USE PERMIT TO OPERATE A CHILD DAY CARE SERVICES FACILITY AT 2874 HIGH STREET. WHEREAS, the STOP Organization has made application pursuant to Section 40-43.1 of the Code of the City of Portsmouth, Virginia (1988) as amended, for granting of a use permit to opera5e a child day care services facility at 2874 High Street, Portsmouth, Virginia; and WHEREAS, the applicant and uhe Planning Director have done all things required to be done in connection with said application; and WHEREAS, the Planning Commission has recommended the granting of said use permit, with conditions. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: That the use for which the use permit hereinafter described is sought: (a) Will not adversely affect the health and safety of persons residing or working in the neighborhood of the proposed use; (b) Will non be detrimental to the public use or mnjurious to the properEy or improvements in the neighborhood; (c) Will be provided with sufficient landscaping to insure compatibility with surrounding uses; (d) Will be a project that will be developed according ~o a plan for parking, driveways, curb cues which will provide for safe and convenient traffic movement; and and (e) Will be in accordance with the purposes of the Zoning Chapuer of nhe City Code. That the STOP Organization is hereby granted a use permit pursuan5 to Section 40-43.1 of the Code of the City of Portsmouth, Virginia {1988) to operate a child day care services facility at 2874 High Street, said property being a 10,746! square foot parcel of a larger property known as 2874 High Street, as shown on Exhibit A, attached hereto and made a part hereof.
