5. That to the extent that any monies in the accounts of <br />the School Board derived from sources other than the <br />Commonwealth of Virginia are unexpended at the end of the <br />fiscal year 1996-97, and thus become available for use the next <br />fiscal year, the City's share of the appropriation made for <br />education and scholarships for the next ensuing year shall be <br />decreased by a like amount. <br /> <br />6.
