CITY OF PORTSMOUTH CLASSIFICATION AND PAY PLAN SECTION 1. THE PERSONNEL MANAGEMENT SYSTEM It is the policy of the City of Portsmouth that a fair and uniform personnel managemen5 sysuem be established for its employees in order to ensure the most effective delivery of services ~o the cit!zens of Portsmouth. Under the direction of the City Manager, the Director of Personnel is responsible for the daily administration of the Classification and Pay Plan. SECTION 2. DEFINITIONS The Position Classification Plan is the City's approved system of grouping positions into appropriate classes, and includes the Alphabetical Listing of Job Titles and the rules for administration. For position classification purposes, a position is a group of currently assigned duties and responsibilities requiring the full or part-time employment of one person. A position may be occupied or vacanu.
