R-96-16 <br /> <br />A RESOLUTION IN SUPPORT OF PARTICIPATION IN A STUDY TO <br />DETERMINE THE FEASIBILITY OF CONSTRUCTING A SPORTS ARENA IN <br />HAMPTON ROADS. <br /> <br /> <br /> WHEREAS, Hampton Roads is one of the largest urban areas <br />in the United States without the presence of a major league <br />sports franchise; and <br /> <br /> WHEREAS, the Hampton Roads Mayors and Chairs Caucus has <br />discussed on numerous occasions the possibility of taking <br />actions necessary to attract such a franchise to Hampton Roads; <br />and <br /> <br /> WHEREAS, it is necessary to determine the feasibility of <br />building an arena, as well as other related recreational <br />facilities in the various communities of Hampton Roads; and <br /> <br /> WHEREAS, the Greater Norfolk Corporation, a non-profit <br />corporation created to provide a private sector perspective in <br />support of economic development to the City of Norfolk and to <br />foster public/private partnerships, has agreed to serve as the <br />contracting agency to engage expert advice as to the <br />feasibility of constructing an arena and whether the Hampton <br />Roads area can support the presence of a major league sports <br />franchise; and <br /> <br /> WHEREAS, if the results of the feasibility study are <br />positive, a public Request for Proposals is expected to be <br />issued to engage the services of architects, engineers, and <br />other expertise necessary to advise the communities of Hampton <br />Roads on site location, design, infrastructure requirements, <br />transportation considerations, and other relevant matters; and <br /> <br /> WHEREAS, the private sector will be asked and is expected <br />to contribute financial resources necessary to establish the <br />feasibility. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED, by the Council of the City <br />of Portsmouth, Virginia, that the City Council agrees to commit <br />time, energy, and, if necessary, financial resources to further <br />the goal of obtaining a major league sports franchise. <br /> <br /> Adopted by the Council of the City of Portsmouth, <br />Virginia, at a meeting held on March 26, 1996. <br /> <br /> Teste: <br /> <br /> <br /> City Clerk <br /> <br /> <br />
