R-96-16 A RESOLUTION IN SUPPORT OF PARTICIPATION IN A STUDY TO DETERMINE THE FEASIBILITY OF CONSTRUCTING A SPORTS ARENA IN HAMPTON ROADS. WHEREAS, Hampton Roads is one of the largest urban areas in the United States without the presence of a major league sports franchise; and WHEREAS, the Hampton Roads Mayors and Chairs Caucus has discussed on numerous occasions the possibility of taking actions necessary to attract such a franchise to Hampton Roads; and WHEREAS, it is necessary to determine the feasibility of building an arena, as well as other related recreational facilities in the various communities of Hampton Roads; and WHEREAS, the Greater Norfolk Corporation, a non-profit corporation created to provide a private sector perspective in support of economic development to the City of Norfolk and to foster public/private partnerships, has agreed to serve as the contracting agency to engage expert advice as to the feasibility of constructing an arena and whether the Hampton Roads area can support the presence of a major league sports franchise; and WHEREAS, if the results of the feasibility study are positive, a public Request for Proposals is expected to be issued to engage the services of architects, engineers, and other expertise necessary to advise the communities of Hampton Roads on site location, design, infrastructure requirements, transportation considerations, and other relevant matters; and WHEREAS, the private sector will be asked and is expected to contribute financial resources necessary to establish the feasibility. NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of Portsmouth, Virginia, that the City Council agrees to commit time, energy, and, if necessary, financial resources to further the goal of obtaining a major league sports franchise.
