registry kept by the Registrar for such purpose at the office <br />of the Registrar but only in the manner, subject to the <br />limitations and upon payment of the charges, if any, provided <br />in the proceedings authorizing the Bonds of the series of which <br />this Bond is one, and upon the surrender hereof for <br />cancellation. Upon such transfer a new Bond or Bonds of <br />authorized denominations and of the same aggregate principal <br />amount, series, interest rate and maturity as the Bond <br />surrendered, will be issued to the transferee in exchange <br />herefor. <br /> <br /> The full faith and credit of the City are hereby <br />irrevocably pledged for the punctual payment of the principal <br />of and interest on this Bond as the same respectively become <br />due and payable. In each year while this Bond is outstanding <br />and unpaid there shall be assessed, levied and collected, at <br />the same time and in the same manner as other taxes in the City <br />are assessed, levied and collected, an ad valorem tax upon all <br />property subject to taxation by the City, without limitation as <br />to rate or amount, sufficient to provide for the payment of the <br />principal of and interest on this Bond as the same respectively <br />become due and payable, if and to the extent the revenues of <br />the aforesaid water and sewerage system are insufficient for <br />that purpose. <br /> <br /> This Bond shall not be valid or obligatory unless the <br />certificate of authentication hereon shall have been manually <br />signed by or on behalf of the Registrar. <br /> <br /> It is hereby certified, recited and declared that all <br />acts, conditions and things required to have happened, to exist <br />or to be performed precedent to and in the issuance of this <br />Bond exist have happened, do exist and have been performed in <br />due time, form and manner as required by law, and that the <br />amount of this Bond, together with all other indebtedness of <br />the City, does not exceed any limitation of indebtedness <br />prescribed by the Constitution or statutes of the Commonwealth <br />of Virginia or the Charter of the City. <br /> <br /> IN WITNESS WHEREOF, the City has caused this Bond to be <br />executed by the manual or facsimile signatures of its Mayor and <br />Deputy City Manager for Finance; an impression of the corporate <br />seal of the City or a facsimile thereof to be affixed hereto or <br />imprinted hereon, attested by the manual or facsimile signature <br />of the City Clerk of the City; and this Bond to be dated <br />January 1, 1996. <br /> <br />19 <br /> <br /> <br />
