relinquish time to any other person. Any person desiring additional time shall request <br /> <br />same on the registration form submitted to the City Clerk indicating therein the amount <br /> <br />of time desired and the reason additional time is needed. Prior to the speaker addressing <br /> <br />Coundl, the City Clerk shall present the request for an extension of time to the Council, <br /> <br />which request shall be granted if approved by a majority of the members of the Coundl <br /> <br />present. <br /> <br /> When two or more speakers desire to address the same subject, they shall be <br /> <br />permitted to speak in the order in which the requests were submitted on the date of the <br /> <br />meeting. <br /> <br />b) Non-agenda Items. <br /> <br /> Any person who wishes to address Council on a subject not contained on the <br /> <br />meeting's agenda shall submit his or her request to speak to the City Clerk prior to the <br /> <br />calling of the meeting to order. Such requests shall be on registration forms prescribed <br /> <br />by the City Clerk and shall include the name of the speaker, his or her address, telephone <br /> <br />number, the name of the group or organization, if any, on whose behalf the person is <br /> <br />speaking, and the subject matter or topic on which the person will speak. <br /> <br /> Each person participating under this subsection shall be provided a maximum of <br /> <br />five minutes and shall not be permitted to relinquish time to any other person. Any <br /> <br />person desiring additional time shall request same on the registration form submitted to <br /> <br />the City Clerk indicating therein the amount of time desired and the reason additional <br /> <br />time is needed. Prior to the speaker addressing Council, the City Clerk shall present the <br /> <br />request for an extension of time to the Council, which request shall be granted if approved <br /> <br />by a majority of the members of the Council present. <br /> <br /> Persons participating under this item of business shall address Council in the order <br /> <br />the City Clerk received their requests. Notwithstanding the normal time allotment of five <br /> <br />minutes per speaker, the Presiding Officer may impose a total time limit for non-agenda <br /> <br />speakers under this subsection, in which case the time will be allocated between speakers <br /> <br /> 9 <br /> <br /> <br />
