RULES OF ORDER AND PROCEDURE <br /> Portsmouth City Council <br /> <br />Section I. MEETINGS <br /> <br />a) Regular or Scheduled Meetings. <br /> <br /> There shall be regular meetings of the City Council, unless otherwise <br /> <br />provided by special resolution, beginning at 7:00 p.m. on the second and fourth Tuesday <br /> <br />in each month except in the month of December, when the regular meeting shall be on <br /> <br />the second Tuesday. Zoning matters will normally be considered at the first regular <br /> <br />meeting of each month. <br /> <br />b) Special Meetings. <br /> <br /> The Mayor or any three members of the City Council may call a special meeting <br /> <br />of the Council. The City Clerk shall cause notice in writing of all special meetings of the <br /> <br />City Council to be delivered at least twenty-four hours prior to the time appointed for <br /> <br />such meetings to each member of the City Council personally or at such member's usual <br /> <br />place of business or residence. Notice of each special meeting shall contain a statement <br /> <br />of the specific item or items of business to be transacted and no other business shall be <br /> <br />transacted at such meeting except by the unanimous consent of all the members of the <br /> <br />Council.1 In an emergency, by written consent of a majority of all the members of the <br /> <br />City Council. a special meeting may be held with less notice, provided that the City Clerk, <br /> <br />in writing, certifies that an attempt was made to notify each member of the Council at <br /> <br />their usual place of business or residence. <br /> <br />c) Public Work Sessions. <br /> <br /> The City Council may hold public work sessions to allow the City Manager to brief <br /> <br />the Council and receive direction and guidance on matters facing the City. Such meetings <br />____________________ <br /> 1.This requirement is also contained in Portsmouth City Charter, §3.14 and Portsmouth City Code §2-59 <br />and thus applies even if the Rules are suspended. <br /> <br /> <br />
