RULES OF ORDER AND PROCEDURE Portsmouth City Council Section I. MEETINGS a) Regular or Scheduled Meetings. There shall be regular meetings of the City Council, unless otherwise provided by special resolution, beginning at 7:00 p.m. on the second and fourth Tuesday in each month except in the month of December, when the regular meeting shall be on the second Tuesday. Zoning matters will normally be considered at the first regular meeting of each month. b) Special Meetings. The Mayor or any three members of the City Council may call a special meeting of the Council. The City Clerk shall cause notice in writing of all special meetings of the City Council to be delivered at least twenty-four hours prior to the time appointed for such meetings to each member of the City Council personally or at such member's usual place of business or residence. Notice of each special meeting shall contain a statement of the specific item or items of business to be transacted and no other business shall be transacted at such meeting except by the unanimous consent of all the members of the Council.1 In an emergency, by written consent of a majority of all the members of the City Council. a special meeting may be held with less notice, provided that the City Clerk, in writing, certifies that an attempt was made to notify each member of the Council at their usual place of business or residence. c) Public Work Sessions. The City Council may hold public work sessions to allow the City Manager to brief the Council and receive direction and guidance on matters facing the City.
