R-96-58 A RESOLUTION GRANTING APPROVAL FOR A GROUP HOUSING USE PERMIT (GHUP-96-04) TO PERMIT CONSTRUCTION OF 66 RESIDENTIAL UNITS OF SINGLE-FAMILY AND DUPLEX STYLE CONDOMINIUMS AT 5601 HIGH STREET. WHEREAS, the applicant, Industrial Development Authority of the City of Portsmouth, Virginia, owner of the subject property, has made application pursuant to Section 40-112 of the Code of the City of Portsmouth, Virginia (1988), as amended, for the approval and granting of a group housing use permit for the construction of 66 residential units of single-family and duplex style condominiums at 5601 High Street, Portsmouth, Virginia, more particularly described as follows: Beginning an a point on the south right-of-way of High Street West, said point being 176.60 feet west from the southwest intersection of High Street West and Garland Drive; thence south 494.40 feet, to a point on the north boundary of a land subdivision as shown and designated on that certain plat entitled "Plat of Property Belonging to Ezekiel C. and Anna E. Singleton Located Near Churchland"; thence west along the north boundary of the aforementioned subdivision 56.40', more or less, to a point; thence southwest along the west boundary of the same aforementioned subdivision and along the west boundary of an adjoining land subdivision as shown and designated on that certain plat entitled "Subdivision of Part of Property Belonging to Anne Clyde Hood Located Near Churchland" 728.0 feet to a point in the centerline of Sterling Point Creek, also known as Sterns Creek; thence meandering west along the centerline of Sterling Point Creek, also known as Sterns Creek 1,324.50 feet, more or less, to a point on the west right-of-way of the former Seaboard Coast Line Railroad right-of-way; thence north along the west right-of-way of the aforementioned
