Exhibit A

Sheila A. Gregory
3126 Harvesttime Crescent
Chesapeake, Virginia

SUBMITTED BY
APPLICANT

April 23, 1996

Planning Commission
Portsmouth, Virglnia

Gentlemen:

Re: 314 Court Street
Proposal for Bed & Breakfast

This house will be appropriately renovated, keeping in mind
the atmosphere of Olde Towne and the integrity of the terraced
style Victorian home.

On the second level a previous owner cut a door, which is
not in keeping with this particular style house. The door will
be removed; and in its place, a stained glass window is proposed
to be positioned. (Historically correct as indicated by Robin
Guild in The Victorian House Book and also indicated by Wendell
Garrett in Victorian America)

Our home will be 314 Court Street where we plan to operate a
Bed & Breakfast catering to businessmen, hospital visitors and
tourists. We hope to also encourage locals to visit for weekend
"escapes". Available to all guests will be information on Olde
Towne and the Portsmouth area, and every opportunity will be
taken to prompt our guests to enjoy the local attractions.
Breakfast is the only meal to be served, with the addition of a
light afternoon refreshment.

At the beginning of operation, we will have six bedrooms
with private baths; but if and when the need arises, we will open
one additional room. The house is being wired to accommodate a
chairlift to aid the physically challenged; but until we can
justify the cost, we will only have one room on the first floor
suitable to satisfy this particular need.

We are aware of the presence of two additional B & B's (the
third one closed). However, due to the nature of this type of
business, the addition of another B & B will not intrude on the
residents of the area. There is a large parking lot behind the
house to more than accommodate the permanent homeowners, renters
and B & B guests. The typical Bed and Breakfast attracts very
desirable visitors who either have business in the area or are
