CITY OF PORTSMOUTH <br />CLASSIFICATION AND PAY PLAN <br /> <br />SECTION 1. THE PERSONNEL MANAGEMENT SYSTEM <br /> <br />It is the policy of the City of Portsmouth that a fair and <br />uniform personnel management sysnem be established for its <br />employees in order ~o ensure the most effective delivery of <br />services no the citizens of 9ortsmouth. It shall be the policy <br />that: <br /> <br />Employment and classificatmons <br />sex, race, religion, national <br />political affiliation. <br /> <br />will be made without regard to <br />origin, disability, age, or <br /> <br />City employees shall be paid in relation to the value of work <br />they perform based on a market-based pay system. <br /> <br />The specific objectives of the City's Personnel Management System <br />shall be no: <br /> <br />Establish and maintain a salary structure which will attract <br />and retain qualified employees. <br /> <br />Establish and maintain salary ranges which will <br />nal equity of compensation based on a systematic <br />each job. <br /> <br />ensure inter- <br />evaluation of <br /> <br />Maintain the salary strucnure in proper relation no competi- <br />tive pay practices mn the local labor market in which the City <br />competes. <br /> <br />The,City Manager has overall authority for administration of the <br />City's Classification and Pay Plan, and may make ad]usnmenns and <br />modifications as needed. Under the direction of the City <br />Manager, the Director of Personnel is responsible for the daily <br />administration of the Classification and Pay Plan. <br /> <br />SECTION 2. DEFINITIONS <br /> <br />The POsition Classification Plan is the City's approved <br />system of grouping positions into appropriate classes, and <br />includes the Alphabetical Listing of Job Titles and ehe <br />rules for administration. <br /> <br />For position classification purposes, a position ms a group <br />of currently assmgned duties and responsibilities requiring <br />the full or part-tmme employment of one person. A position <br />may be occupied or vacann. <br /> <br /> <br />
