2. That: (a) The appropriations hereby made, except those for debt service and School Operating Fund and other school funds, shall be made available on the approval of the Ciuy Manager, who shall report no the City Council quarterly in detail all expenditures made for the preceding quaruer, and all funds, as far as practicable, shall be expended in equal amounts each month. (b) The appropriations for debt service shall be made available as same may become due. (c) The City Manager is hereby authorized au any time during the fiscal year uo effect any consolidation of offices or to make other changes he may deem uo be in the interest of the City, provided there is no increase in expense. 3. That the Director of Finance is hereby authorized no transfer funds for the purpose of equalization, from any fund in one authorized bank no the same fund in another bank, provided the transfer check is counnersigned by the City Treasurer or other designated official. 4. That the Direcuor of Finance is hereby authorized no transfer funds, as a memporary loan, from one fund of the City to any other fund of the City, provided the transfer check is countersigned by the City Treasurer or other designated official. 5. That to the exnenu that any monies in the accounts of the School Board derived from sources other than the Commonwealth of Virginia are unexpended am the end of the fiscal year 1995-96, and thus become available for use the nexm fiscal year, the City's share of the appropriation made for education and scholarships for the next ensuing year shall be decreased by a like amounm. 6.
