36 <br /> <br />A RESOLUTION OF THE COUNCIL OF THE CITY OF PORTSMOUTH, <br />VIRGINIA, EXPRESSING ITS SUPPORT FOR THE ESTABLISHMENT OF A <br />PROGRAM FOR YOUTH IN CRISIS IN THE HAMPTON ROADS AREA AS AN <br />ADDITIONAL ALTERNATIVE FOR JUVENILE OFFENDERS. <br /> <br /> WHEREAS, the City of Portsmouth, like other cities across <br />the country, continues to experience a growing juvenile crime <br />problem; and <br /> <br /> WHEREAS, juvenile offender programs presently available in <br />Hampton Roads are struggling with inadequate facilities <br />and staffing shortages along with the related problem of <br />recidivism; and <br /> <br /> WHEREAS, the situation is such that the courts and court <br />services are finding it increasingly difficult to place <br />juveniles in rehabilitation programs because of limited <br />alternatives; and <br /> <br /> WHEREAS, the Council of the City of Portsmouth recently <br />has become aware of the Youth in Crisis Program, developed and <br />implemented by Bill Gothard for the purpose of teaching and <br />training juveniles how to lead productive and happy lives; and <br /> <br /> WHEREAS, program criteria are such that juveniles must <br />meet certain requirements for participation, but those who are <br />referred by the courts are provided an opportunity to turn <br />their lives around; and <br /> <br /> WHEREAS, the judges of the Juvenile and Domestic Relations <br />District Court for the City of Portsmouth have expressed their <br />support for establishing such a program in Portsmouth; and <br /> <br /> WHEREAS, the Council of the City of Portsmouth believes <br />this program offers a beneficial and unique sentencing <br />alternative for the juvenile justice system and that a training <br />center located at a suitable location within the Hampton Roads <br />region would be a welcome addition to programs presently <br />offered. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />of Portsmouth, Virginia, that the Council invites Institute in <br />Basic Life Principles to consider the Hampton Roads area as a <br />location for a training center that will work with youth in <br />crisis and their families so that they can become responsible <br />and productive citizens in our community. <br /> <br /> <br />
