80 <br /> <br />A RESOLUTION APPROVING AMENDMENT NO. 5 TO THE EFFINGHAM <br />CONSERVATION AND REDEVELOPMENT PLAN FOR THE EFFINGHAM PROJECT <br /> <br /> WHEREAS, this Council by resolution adopted March 12, 1973, <br />approved a Conservation and Redevelopment Plan for the Effingham <br />Project, Portsmouth, Virginia (Plan); and <br /> <br /> WHEREAS, there has been presented to this body for <br />consideration and approval, a copy of an amended Plan for the <br />project area; and <br /> <br /> WHEREAS, Amendment No. 5 proposes to designate additional <br />properties as "To Be Acquired"; and <br /> <br /> WHEREAS, this Council is cognizant of the conditions that <br />are imposed by the provisions of the Housing and Community <br />Development Act of 1974, as amended, including those prohibiting <br />discrimination because of race, age, color, religion, familial <br />status, handicap, sex or national origin; and <br /> <br /> WHEREAS, in the judgment of this Council, it is in the <br />interest of the City and its inhabitants that the said Amendment <br />be approved. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />of Portsmouth, Virginia: <br /> <br /> 1. That regarding Amendment No. 5, it is hereby found: <br /> <br /> (a) That the objectives of the Effingham Project, <br /> Portsmouth, Virginia, can be better achieved by <br /> the adoption of said Amendment to the Plan. <br /> <br /> (b) That Amendment No. 5 meets the requirements of a <br /> plan for a conservation and redevelopment project <br /> pursuant to Chapter 1 of Title 36 of the Code of <br /> Virginia, 1950, as amended. <br /> <br /> 2. That Amendment No. 5, having been duly reviewed and <br />considered, is hereby approved and adopted, and the <br />City Clerk is hereby directed to file a copy of said <br />Amendment with the minutes of this meeting. <br /> <br /> <br />
