67 <br /> <br />A RESOLUTION ENDORSING THE ESTABLISHMENT OF A LOCAL TRIAD <br />PROGRAM TO DEVELOP AND IMPLEMENT POLICIES AND PROGRAMS TO <br />REDUCE CRIMINAL VICTIMIZATION OF SENIOR CITIZENS. <br /> <br /> WHEREAS, the proportion of senior citizens in the <br />population is increasing at a significant rate in Virginia and <br />the entire United States; and <br /> <br /> WHEREAS, the Commonwealth's rapidly increasing senior <br />population has special needs, especially relating to certain <br />types of crimes, and the resulting vulnerability and fear of <br />victimization affect their quality of life; and <br /> <br /> WHEREAS, grandparents and other senior citizens provide <br />valuable support and stability for their families and young <br />people in our communities; and <br /> <br /> WHEREAS, older Americans present unique challenges, as <br />well as an important source of support to the law enforcement <br />community; and <br /> <br /> WHEREAS, it is incumbent upon law enforcement agencies to <br />formulate and execute policies and programs to enhance the <br />service and protection for the safety and welfare of the older <br />citizens in their communities; and <br /> <br /> WHEREAS, the National Sheriffs Association, the <br />International Association of Chiefs of Police, and the American <br />Association of Retired Persons (AARP) have agreed to undertake <br />joint activity, renewing their emphasis on the needs and <br />concerns of senior citizens, and have adopted a resolution <br />encouraging the formation of senior advisory councils to be <br />called S.A.L.T. (Seniors and Law Enforcement Together) groups; <br />and <br /> <br /> WHEREAS, on a local level, in order to carry out the <br />objectives of that resolution, the local Sheriff, the Chief of <br />Police, and members of AARP or other older or retired leaders <br />of a community are encouraged to create a Triad group, tailored <br />to the needs of the locality, to reduce criminal victimization <br />of older citizens, enhance delivery of law enforcement services <br />to the senior population, exchange information, and otherwise <br />improve the quality of life for seniors. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED, by the Council of the City <br />of Portsmouth, Virginia, that the City Council hereby endorses <br /> <br /> <br />
