2. That: <br /> <br /> (a) The appropriations hereby made, except those for <br />debt service and School Operating Fund and other school funds, <br />shall be made available on the approval of the City Manager, <br />who shall report to the City Council quarterly in detail all <br />expenditures made for the preceding quarter, and all funds, as <br />far as practicable, shall be expended in equal amounts each <br />month. <br /> <br /> (b) The appropriations for debt service shall be made <br />available as same may become due. <br /> <br /> (c) The City Manager is hereby authorized at any time <br />during the fiscal year to effect any consolidation of offices <br />or to make other changes he may deem to be in the interest of <br />the City, provided there is no increase in expense. <br /> <br /> 3. That the Deputy City Manager for Finance is hereby <br />authorized to transfer funds for the purpose of equalization, <br />from any fund in one authorized bank to the same fund in <br />another bank, provided the transfer check is countersigned by <br />the City Treasurer or other designated official. <br /> <br /> 4. That the Deputy City Manager for Finance is hereby <br />authorized to transfer funds, as a temporary loan, from one <br />fund of the City to any other fund of the City, provided the <br />transfer check is countersigned by the City Treasurer or other <br />designated official. <br /> <br /> 5. That to the extent that any monies in the accounts of <br />the School Board derived from sources other than the <br />Commonwealth of Virginia are unexpended at the end of the <br />fiscal year 1997-98, and thus become available for use the next <br />fiscal year, the City's share of the appropriation made for <br />education and scholarships for the next ensuing year shall be <br />decreased by a like amount. <br /> <br /> 6.
