2. That: (a) The appropriations hereby made, except those for debt service and School Operating Fund and other school funds, shall be made available on the approval of the City Manager, who shall report to the City Council quarterly in detail all expenditures made for the preceding quarter, and all funds, as far as practicable, shall be expended in equal amounts each month. (b) The appropriations for debt service shall be made available as same may become due. (c) The City Manager is hereby authorized at any time during the fiscal year to effect any consolidation of offices or to make other changes he may deem to be in the interest of the City, provided there is no increase in expense. 3. That the Deputy City Manager for Finance is hereby authorized to transfer funds for the purpose of equalization, from any fund in one authorized bank to the same fund in another bank, provided the transfer check is countersigned by the City Treasurer or other designated official. 4. That the Deputy City Manager for Finance is hereby authorized to transfer funds, as a temporary loan, from one fund of the City to any other fund of the City, provided the transfer check is countersigned by the City Treasurer or other designated official. 5. That to the extent that any monies in the accounts of the School Board derived from sources other than the Commonwealth of Virginia are unexpended at the end of the fiscal year 1997-98, and thus become available for use the next fiscal year, the City's share of the appropriation made for education and scholarships for the next ensuing year shall be decreased by a like amount. 6. That this ordinance shall take effect on July 1, 1997. Adopted by the Council of the City of Portsmouth, Virginia, at a meeting held on May 6, 1997. Teste: City Clerk
