CASE # CA-96-03 <br /> <br /> <br /> <br /> Proposed <br /> Policy Statement and Guidelines for <br /> Communication Towers <br /> Portsmouth, Virginia <br /> September 1997 <br /> <br />I. Definition and Purpose <br /> <br /> Communication towers are defined as any tower or antenna <br />structure and its appurtenances erected on a lot or attached to <br />another structure that supports broadcast and receiving equipment <br />for commercial purposes. This use would be allowed in all districts <br />with approval of a conditional use permit if the zoning ordinance <br />is amended in light of the provisions of the Telecommunications Act <br />of 1996. Currently towers are permitted with a use permit in the <br />following distrists: M-2, M-l, M-l-R, CP, C-2, POP, D-1-M. <br /> <br /> The following guidelines will be used during the conditional <br />use permit process by the City of Portsmouth to evaluate the <br />appropriateness of any proposed communication tower facility. The <br />guidelines are intended to: 1) provide for the appropriate <br />location and development of communication towers to serve the <br />residents and businesses in the City of Portsmouth; 2) minimize <br />adverse visual effects of towers through careful design, siting, <br />and vegetative screening; 3) avoid potential injuries to persons <br />and damage to adjacent properties from tower failure through <br />engineering and careful siting of tower structures; and 4) maximize <br />use of any new or existing communication tower to reduce the number <br />of towers needed. <br /> <br /> <br />
