R-97-53 <br /> <br />A RESOLUTION APPROVING THE 1998-2002 CONSOLIDATED PLAN AND THE <br />1998 ACTION PLAN OF THE CITY OF PORTSMOUTH, VIRGINIA, <br />AUTHORIZING THE CITY MANAGER TO FILE DOCUMENTS REQUIRED TO <br />OBTAIN THE CITY'S 1998 COMMUNITY PLANNING AND DEVELOPMENT GRANT <br />ENTITLEMENT. <br /> <br /> WHEREAS, pursuant to the Housing and Community <br />Development Act of 1974, as amended (Act), and the Cranston - <br />Gonzalez National Affordable Housing Act of 1992, as amended, <br />(Act) financial assistance is provided to enable localities to <br />provide decent housing, establish and maintain a suitable living <br />environment, and expand economic opportunities for low to <br />moderate income residents; and <br /> <br /> WHEREAS, each of the three community planning and <br />development programs (Community Development Block Grant, HOME, <br />and the Emergency Shelter Grant} will be operated on a single <br />consolidated program year; and <br /> <br /> WHEREAS, the required public hearing has been held and <br />the City Council has reviewed the Proposed 1998-2002 <br />Consolidated Plan and the 1998 Action Plan's Statement of <br />Objectives and Use of funds; and <br /> <br /> WHEREAS, it is necessary that this Council take official <br />action regarding the 1998-2002 Consolidated Plan and the 1998 <br />Action Plan (Plan) to comply with the regulations of the <br />aforementioned Acts; and <br /> <br /> WHEREAS, this Council is aware of the federal regulations <br />governing the undertaking and carrying out of activities under <br />the Consolidated Plan Program; and <br /> <br /> WHEREAS, this Council recognizes its responsibility to <br />direct that safeguards be established to protect employees from <br />using their position for a purpose that gives the appearance of <br />being motivated by a desire for private gain for themselves or <br />others, particularly those with whom they have family, business <br />or other ties; and <br /> <br /> WHEREAS, this Council has found said 1998-2002 <br />Consolidated Plan and 1998 Action Plan's Proposed Statement of <br />Objectives and Use of Funds appropriate to meet the needs of the <br />City and, therefore, acceptable. <br /> <br /> NOW THEREFORE, BE IT RESOLVED by the Council of the City <br />of Portsmouth, Virginia, that the 1998-2002 Consolidated Plan <br />and the 1998 Action Plan's Proposed Statement of Objectives and <br />Use of Funds having been reviewed and considered, said plans be <br /> <br /> <br />
