WHEREAS, his legislative achievements have also included a <br />wide variety of initiatives aimed at protecting children and <br />families, including: making it a felony to furnish firearms to <br />minors; the creation of Gun Free School Zones; the Safe Streets <br />Agenda, including bail bond reform to keep drug lords and <br />violent offenders behind bars and increasing the penalties for <br />intimidating witnesses; the I.D.E.A. (Intensified Drug <br />Enforcement Act) Grant Fund, which has provided over <br />$12,000,000 in law enforcement grants, of which over $2,000,000 <br />has been distributed locally and continues to provide the <br />community with resourcs to fight drugs and drug related <br />activities; allowing Juvenile Courts to release the names of <br />juveniles charged with violent crimes; and providing increased <br />funding for our Police Department; and co-sponsored the Abolish <br />Parole and Put Truth in Sentencing Act and the Juvenile Justice <br />Reform Act; and <br /> <br /> WHEREAS, he has now been appointed Judge of Portsmouth <br />Juvenile and Domestic Relations Court, where he will continue <br />to faithfully serve Portsmouth through administering justice <br />under the rule of law to all juveniles and families who fall <br />within the proper jurisdiction of his Court; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />of Portsmouth, Virginia, that the City does hereby commend and <br />express its appreciation to The Honorable William S.
