such rescission or repeal would impair the authorization and <br />security for the City's $40,000,000 principal amount of City of <br />Portsmouth, Virginia, General Obligation Public Improvement <br />Bonds, Series 1996, dated January 1, 1996 and maturing on <br />August 1 in each of the years 1997 through 2014 and on August <br />1, 2016. <br /> <br /> SECTION 19. Filing of Resolution With Circuit Court. <br />The City Attorney of the City is hereby authorized and directed <br />to file a copy of this resolution, certified by the City Clerk <br />of the City to be a true copy hereof, with the Circuit Court of <br />the City of Portsmouth, Virginia, in accordance with Section <br />15.1-227.9 of the Code of Virginia, 1950. <br /> <br /> SECTION 20. Conflicting Ordinances, Resolutions and <br />Proceedings. All ordinances, resolutions and proceedings in <br />conflict with the provisions of this resolution are, to the <br />extent of such conflict, hereby repealed. <br /> <br /> SECTION 21. Severability. If any section, <br />paragraph, clause or provision of this resolution shall be held <br />invalid or unenforceable for any reason, the invalidity or <br />unenforceability of such section, paragraph, clause or <br />provision shall not affect any of the remaining parties of this <br />resolution. <br /> <br /> SECTION 22. Section Headinqs. The headings of the <br />section of this resolution shall be solely for convenience of <br />reference and shall not affect the meaning, construction, <br />interpretation or effect of such sections or this resolution. <br /> <br /> SECTION 23. Effectiveness of Resolution.
